As the National Day holiday approached, the Ministry of Commerce released the "Second-hand Vehicle Circulation Management Measures (Consultation Draft)" for public feedback. Experts predict that the second-hand car trade will see a small boom in the future, but it still faces challenges. One major obstacle is the lack of authority for dealers to handle transfer procedures. Questions remain about how these shops issue invoices. Analysts note that under current Chinese regulations, only licensed second-hand car dealers are allowed, not individual sellers. Transactions require special invoices and must be conducted within official second-hand car markets. Car owners can sell to dealers, but the formalities must go through the market. Some dealers say this setup essentially places their business within a dealership rather than an independent market. The transaction volume in second-hand car stores remains low. For example, a Dongfeng Nissan franchise approved in mid-June recorded single-digit used car sales in July. In contrast, Shanghai GM dealers had better results, with dozens of transactions per month. According to Di Qiong, a Beijing-based Shanghai GM dealer, the transfer process still requires going to the old car market, though dealers help facilitate the process, offering a one-stop service. Li Shuangquan, General Manager of the Beijing Borui Xianghong Sales Center, emphasized that their service includes follow-up support, unlike the one-time nature of the old car market. Another challenge lies in the evaluation system. While auctions exist in the used car market, many older vehicles are bought by brokers. Concerns arise about appraisers working for dealers potentially favoring them over consumers. Although manufacturers have standardized assessment processes, differences between appraisals still exist. Many believe third-party appraisals, similar to legal professionals, would ensure objectivity and fairness. However, tax calculations for used car transactions are based on computerized systems using hard metrics like brand, age, and mileage. These factors don’t always reflect actual transaction prices, as the condition of a used car depends heavily on the previous owner’s driving habits and usage patterns. Dealers continue to rely on the old car market or brokerage companies for non-brand-specific used cars. While some worry about quality assurance, brands like Shanghai GM offer limited warranties for their own used vehicles. Similarly, FAW-Volkswagen provides six-month guarantees for its used cars. Industry insiders note that many dealers still work with old car market brokers. Despite these challenges, brand franchise dealers maintain a key advantage: they can guarantee the quality of second-hand cars they sell, ensuring a level of trust for consumers.
