On March 11, Dalian Mayor and National People's Congress deputy Xia Deren emphasized in an interview that environmental protection will not be compromised for economic growth. "I will never sacrifice Dalian's environment for the sake of development," he stated. "Meeting our energy-saving and emission reduction targets is a commitment to the mountains and the people, and I welcome their supervision."
Dalian has a strong industrial foundation, particularly in petrochemicals, chemicals, and equipment manufacturing. The city’s two major petrochemical companies, Dalian Petrochemical Branch and Dalian West Pacific Petrochemical Company, process over 30 million tons of crude oil annually. Xia pointed out that modern equipment manufacturing can coexist with environmental protection.
Since 2005, Dalian has launched a large-scale environmental improvement project in the Ganjingzi Industrial Zone. Several highly polluting enterprises, including Dahua Group, Dagang, and major cement companies, have been relocated or transformed. The city also plans to develop the Lingang Industrial Zone on Changxing Island into a key hub for petrochemicals, equipment manufacturing, and shipbuilding.
To ensure sustainable development, strict controls have been imposed on high-energy-consuming and polluting industries. A long-term environmental governance mechanism has been established, including incentives, penalties, and energy audits for 100 major energy-consuming enterprises. By the end of last year, the city had built 13 secondary sewage treatment plants, achieving a 90% secondary treatment rate for urban domestic wastewater.
Xia stressed that balancing economic growth with environmental protection is not only possible but necessary for Dalian’s future. He highlighted the city’s commitment to green development and long-term ecological sustainability.
