On March 11, Dalian Mayor and National People's Congress deputy Xia Deren made a strong statement during an interview, emphasizing the city’s commitment to environmental protection. “I will never sacrifice Dalian’s environment for economic growth,†he said. “Completing our energy-saving and emission reduction targets is not just about meeting goals—it’s about honoring the mountains and being accountable to the people who are watching closely.â€
Dalian has a solid industrial foundation, particularly in petrochemicals, chemicals, and equipment manufacturing. The Dalian Petrochemical Branch and Dalian West Pacific Petrochemical Company process over 30 million tons of crude oil annually. Despite this, the city continues to balance industrial development with environmental sustainability.
Since 2005, Dalian has undertaken major environmental improvement projects in the Ganjingzi Industrial Zone. Key steps included relocating and transforming heavily polluting enterprises such as Dahua Group, Dagang, and large cement companies. The city also plans to develop the Lingang Industrial Zone on Changxing Island into a future hub for petrochemicals, equipment manufacturing, and shipbuilding.
To ensure long-term environmental governance, Dalian has implemented strict controls over high-energy-consuming and polluting industries. A system of incentives and penalties, along with regular energy audits, has been put in place for 100 key energy-consuming enterprises. By the end of last year, the city had completed 13 secondary sewage treatment plants, achieving a 90% secondary treatment rate for urban domestic wastewater.
Mayor Xia stressed that sustainable development is not only possible but necessary. By integrating green policies with industrial growth, Dalian aims to set a model for other cities in China. His message was clear: economic progress must go hand in hand with environmental responsibility.
