In recent years, the "3111" pilot project for the development of urban alarm and monitoring systems, initiated by the Ministry of Public Security across the country, has seen a significant acceleration. Approved by the Science and Technology Bureau of the Ministry of Public Security, the China Security and Protective Products Industry Association has taken the initiative to recommend top-tier security products for the "3111" project. So far, the first batch of companies has been officially recommended, with 42 enterprises recognized as outstanding participants in the national "3111" pilot program.
The development of city-wide alarm and monitoring systems is a crucial step in enhancing the operational effectiveness of public security agencies. It also plays a key role in building a comprehensive public safety prevention and control system, and serves as the core component of the "Safe City" initiative. The Ministry of Public Security launched the "3111" pilot project from October 2005 to 2008, aiming to implement these systems at provincial, municipal, and county levels. Each province selected one city and one county for the pilot, while counties with suitable conditions chose a community or neighborhood to carry out the project.
To align with the ongoing "3111" pilot construction, local government departments and relevant construction units have made efforts to understand and evaluate the performance of China's leading security companies and their products. This ensures informed decision-making during the selection process, avoiding unnecessary risks and guaranteeing the quality of the pilot projects. Additionally, this initiative supports the broader industry brand development strategy. Since May 2006, the China Security and Protection Products Industry Association, under the approval of the Ministry of Public Security’s Science and Technology Bureau, began organizing the recommendation of high-quality security products for the "3111" project. After three months of rigorous work, including methodological research, data collection, expert evaluation, and final assessment, the process was completed by the end of August.
The recommended products cover nine categories, including video surveillance and alarm systems, cameras and accessories, control equipment (matrix), digital video devices, video servers, monitors, transmission equipment, network management platforms, intrusion detection devices, and alarm controllers. A total of 42 excellent security companies were recommended, with 36 specializing in video surveillance systems (accounting for 86%) and six focusing on alarm systems (14%).
Currently, the Ministry of Public Security has established 22 city public security bureaus as pilot units, following initial trials in cities such as Hangzhou, Suzhou, Beijing, and Jinan. These 22 pilot cities include Anshan in Liaoning Province, Dagang District in Tianjin, Baotou in Inner Mongolia, Dunhua in Jilin, Daqing in Heilongjiang, Wuhan in Hubei, Langfang in Hebei, Datong in Shanxi, Anyang in Henan, Maanshan in Anhui, Dongguan in Guangdong, Xinyu in Jiangxi, Hengyang in Hunan, Yulin in Guangxi, Haikou in Hainan, Xingyi in Guizhou, Yan'an in Shaanxi, Deyang in Sichuan, Zhangye in Gansu, Xining in Qinghai, Karamay in Xinjiang, and Shihezi in the Xinjiang Production and Construction Corps.
With the continuous progress of the national "3111" pilot project, the development of China's safe cities is expected to accelerate significantly. This will contribute positively to the construction of a "harmonious society" and a "peaceful China." The selection of outstanding products and enterprises for the "3111" projects will undoubtedly become a driving force behind the healthy and sustainable growth of China's security industry.
