In recent months, the national "3111" pilot project for the development of urban alarm and monitoring systems, led by the Ministry of Public Security, has seen significant progress. Approved by the Science and Technology Bureau of the Ministry of Public Security, the China Security and Protective Products Industry Association has initiated a program to recommend top-tier security products for the "3111" project. So far, the first batch of enterprises has been selected, with 42 companies recognized as outstanding participants in the national "3111" pilot initiative.
The development of city-wide alarm and monitoring systems is a crucial step in enhancing the operational effectiveness of public security agencies. It plays a vital role in building an efficient public safety prevention and control system, and it serves as the core component of the broader "Safe City" construction effort. The Ministry of Public Security launched the "3111" pilot project from October 2005 to 2008, targeting provincial, municipal, and county-level cities. Each province was required to select one city and one county, while those with suitable conditions were encouraged to designate a community or neighborhood as a pilot site for the implementation of the urban alarm and monitoring system.
To align with the ongoing "3111" pilot project, local government departments and relevant construction units are actively seeking to understand and evaluate the capabilities of China's leading security companies and their products. This ensures informed decision-making during the selection process, reducing the risk of errors and guaranteeing the quality of the pilot projects. At the same time, this initiative supports the industry's brand development strategy. Since May 2006, the China Security and Protective Products Industry Association has been organizing the evaluation of excellent security products for the "3111" project. After three months of rigorous work—covering methodological research, data collection, expert analysis, and final evaluation—the process concluded at the end of August.
The recommended products include video surveillance and alarm systems, cameras and accessories, control equipment (matrix), digital video devices, video servers, monitors, transmission equipment, cables, video network management platforms, intrusion detection devices, and alarm controllers—spanning nine key categories. A total of 42 companies were selected, with 36 specializing in video surveillance systems (accounting for 86%) and 6 focused on alarm systems (14%).
Currently, the Ministry of Public Security has designated 22 city public security bureaus as pilot units, expanding upon earlier trials conducted in Hangzhou, Suzhou, Beijing, and Jinan. These 22 pilot cities include Anshan in Liaoning Province, Dagang District in Tianjin, Baotou in Inner Mongolia, Dunhua in Jilin, Daqing in Heilongjiang, Wuhan in Hubei, Langfang in Hebei, Datong in Shanxi, Anyang in Henan, Maanshan in Anhui, Dongguan in Guangdong, Xinyu in Jiangxi, Hengyang in Hunan, Yulin in Guangxi, Haikou in Hainan, Xingyi in Guizhou, Yan'an in Shaanxi, Deyang in Sichuan, Zhangye in Gansu, Xining in Qinghai, Karamay in Xinjiang, and Shihezi in the Xinjiang Production and Construction Corps.
