The board of directors of the CNHTC Board of Directors formally approved the project for the Southwest China Special Vehicle Production Base project, which indicates that CNHTC Southwest Group will settle in the Mianyang High-tech Zone.

Headquartered in Jinan City, Shandong Province, China Heavy-Duty Truck Group Co., Ltd. is the cradle of China's heavy-duty auto industry and is currently the major domestic heavy-duty truck production base. After the "May 12" mega earthquake, in particular after the country determined that Shandong would rebuild Beichuan after the disaster, China National Heavy Duty Truck was actively involved in the post-disaster reconstruction of Beichuan and Mianyang and expressed its intention to invest in the construction of a heavy-duty truck production base in Mianyang.

In September 2008, Yi Jie, member of the Standing Committee of the Municipal Party Committee, deputy secretary of the Science and Technology City Party Working Committee, and deputy director of the Administrative Committee, inspected China National Heavy Duty Truck Company. In mid-November, China National Heavy Duty Trucks senior executives visited Mianyang High-tech Zone to conduct inspections and negotiations. During the visit, they discussed with the Fulin Group and the southwestern sellers to be involved in the investment. In February of this year, the management committee of the High-tech Zone and the head of the Fulin Group once again went to Jinan and CNHTC to conduct further consultations on future investment, equity composition, board composition, investment ratio, and project progress.

On the 12th of this month, deputy party secretary and acting mayor Zeng Wanming and his entourage made a special trip to Jinan, Shandong Province, visited the senior management of the CNHTC Board of Directors, and passed the Shandong Provincial Party Committee and the Jinan Municipal Committee, which finally led to the completion of the project. On the same day, the board of directors of CNHTC Group officially approved the special project for the southwest vehicle production base.

The project plans to invest 150 million yuan in the first phase and build an annual production base of 10,000 modified vehicles southwest, which is controlled by CNHTC. After completion and production, it plans to sell 10,000 units in 2010 and realize a sales income of 3.5 billion yuan. In the second phase, China Southwest Heavy Industries and Construction will reconstruct a special and professional vehicle production base, achieving an annual output of 15,000 vehicles and a sales revenue of 5 billion yuan.
