It is reported that the National Energy Office, the National Development and Reform Commission, the State Council Legislative Affairs Office, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Science and Technology, the Ministry of Agriculture, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission, the State Environmental Protection Administration, the General Administration of Safety Supervision, the State Electricity Regulatory Commission, the National People's Congress Financial and Economic Committee, and the National People’s Congress Twenty-five units such as the NSRC and the Central Office participated in the drafting work. At the same time, an expert group on the drafting of the “Energy Law” was formed by experts and scholars in the fields of energy, law, economics, and public administration to provide advice for drafting work.
In recent years, China has initially established an energy supply pattern with coal as the main body, electricity as the center, oil and natural gas, and renewable energy as an all-round development. However, with the rapid economic growth, the contradictions accumulated in the energy sector over the years have gradually emerged, and are complex and changeable. The international environment also poses new challenges to China's energy and economic security.
The drafting group believes that at present, China still lacks a basic energy law that comprehensively reflects energy strategy and policy orientation and overall adjustment of energy relations and activities. In order to properly respond to these complex conflicts and problems, it is urgent to formulate a basic and comprehensive energy sector. legal.
The drafting group believes that the drafting and implementation of the “Energy Law” is conducive to the implementation of China’s energy development strategy, and will increase the national energy development strategy and comprehensive, long-term energy policy to operational legal norms.
