Under the coordination and support of the Regional Drought Mechanism of the United Nations Asia and Pacific Commission, with the support of the National Remote Sensing Centre of Mongolia, under the support of the Asian Space Disaster Reduction Scientific Collaborative Research Project of the Center for Space Disaster Reduction of the Chinese Academy of Sciences-Developing Academy of Sciences In-depth cooperation, Wu Bingfang, a researcher of the Institute of Aeronautical and Space Information, Chinese Academy of Sciences, completed the adaptation analysis of the drought remote sensing index, and proposed a multi-index, multi-index Mongolian drought remote sensing integrated monitoring model to overcome the poor adaptability of drought remote sensing monitoring technology to time and space, and the single index cannot be accurately characterized. Difficulties in the occurrence and change of drought, combined with the characteristics of Mongolian continental climate, customized the Mongolian drought remote sensing monitoring system.
Since 2014, the team members and Mongolia have carried out several joint ground observation experiments. After four years of verification, the accuracy and monitoring capabilities of the system have met the operational requirements, and the drought remote sensing monitoring suitable for the characteristics of drought in Mongolia has been realized. At the same time, the Chinese side actively promoted the localization of Mongolia, providing continuous technical support, personnel training and capacity building for the Mongolian National Remote Sensing Center, which enabled it to independently carry out drought monitoring and analysis.
As a result, the Mongolian National Remote Sensing Center has achieved self-monitoring of drought conditions in the country, officially released the Mongolian National Drought Disaster Report, and provided real-time and dynamic information on drought disasters and changes for the Mongolian disaster prevention and mitigation operations department. It was met by the Mongolian meteorological department, food, agriculture and light industry. The Department, the Ministry of Nature, Environment and Tourism applied to provide important methods and technical support for the management departments to better cope with the drought, and provided a strong guarantee for improving Mongolia's comprehensive drought and disaster mitigation capabilities.
The global drought remote sensing monitoring system developed by the Institute of Aerospace Information of the Chinese Academy of Sciences has continued to carry out drought remote sensing monitoring for more than 20 years. After years of development and upgrading, the system has now developed into a multi-satellite multi-scale drought remote sensing monitoring system. Through successful demonstrations in Mongolia and cooperative research and system migration with Cambodia and Sri Lanka, a standardized operation manual for drought monitoring and early warning in the Asia-Pacific region has been formed, which has become a typical demonstration and main push system for the UN Asia-Pacific organization's drought mechanism in the Asia-Pacific region.
